Abstract
İngiliz Büyükelçisi Sir Gerard Lowther’in 1908 Yılı Türkiye Raporu’nda İngiltere’nin Osmanlı Devleti’ne bakışı ve bu bakış çerçevesinde; 1909 yılı Ocak ayı içerisinde görevde bulunan Kâmil Paşa Hükümeti’nin üyeleri, 1908 yılı seçimlerini takiben oluşan, Meclis-i Mebusan’ın önde gelen üyeleri hakkında İngiliz gözü ile genel bir değerlendirilmesidir. Bu bilgilerin İngiliz Büyükelçisi Sir Gerard Lowther’in kaleminden çıkması, İngiltere’nin Osmanlı Hükümeti ve Meclis-i Mebusan’ı hakkında neler düşündüğünü açıkça ortaya koymaktadır. Dolayısıyla, İngiltere’nin Osmanlı Devlet adamları hakkındaki görüşleri.
