About the peculiarities of determination of the crimes connected with the creation or holding the places of sexual abuse and pandering

Abstract
that the creation or holding the places of sexual abuse, as well as pandering, are a criminal event, in which several people take part. The motivation of these people, concerning the analyzed offence origin, is the external determinant of illegal criminal activity. This motivation is associated, in particular, with the massive demand for sexual services. The internal reasons of illegal criminal behavior belong to the greed and misguided altruism. At the same time the author emphasized, that a person’s behavior becomes criminal due to particular areas of human relationships and the ways, in which an offender’s actions, are realized. The criminal chooses this area because of a certain view of world and the possession of such qualities as depravity, treachery, cynicism, brutality, folly, that is the result of the person’s moral decline, of moral and legal, as well as social and psychological, maladjustment of such individual. All these qualities are quite social in their nature and due to the influence of society on various levels, including at the level of the nearest household and permissive environment. As for the negative factors, the following ones are mentioned in the paper: general social anomie of society as a manifestation of the prolonged economic and political crisis; the low standard of living of the population; unemployment; forced migration; ethical pluralism; the spread of alcoholism and drug addiction; disadvantages of moral and legal education; the negative impact of the media, etc.
