"Communal Revolution": some parameters of civic participation

Abstract
The reforming of housing and communal services, increase its energy efficiency are the important factor in the formation of democracy and the national security. The legislation provides for a revolutionary transformation in the management of apartment buildings. The basic interest groups in this area are researched, the social consolidation of consumers of utility services and buildings management subjects, the recommendations developed.
