Abstract
Public administration in the world is undergoing significant transformation in the context of radical changes in societies (countries) and the global processes that make it happen. Such management becomes more and more the character of a democratic, open, public process, becoming a social management in its essence and purpose. Radically changing political, legal and administrative functions of public administration, and, therefore, it is about the formation of a fundamentally new model of such management.
