EVALUATION IN INTELLIGENCE ORGANIZATIONS

Abstract

Evaluation pays attention at elements of impact which define the results of organizational missions, at strategic and tactic assumed objectives and also of the daily tasks. There are three critical aspects in delivering an actionable evaluation report: the initial phase in which the evaluator establishes the evaluative questions; the elements which define the “quality” or the “value” of the evaluand, and the last one (which represents the real challenge of evaluation) to draw and argument evaluative conclusions. What does it count are not only the methods used but mostly the arguments offered in regard of the presented conclusions or data. In order to correspond with the beneficiaries’ knowledge needs and to generate the right future actions, the evaluation should set these questions accordingly to some requirements. One of the golden rule is to involve or to collaborate with the primary beneficiaries in identifying the evaluative questions and also to look for the data you have in order to establish valuable indicators and criteria as real evidence.
