IMPROVING THE APPROACH TO IMPLEMENTATION OF DEVELOPMENT STRATEGIES IN THE UNITED TERRITORIAL COMMUNITIES

Abstract
The article presents a series of discourses that represent criticisms of participatory approaches in strategic planning of settlement development. The typical shortcomings of the strategies of development of new united territorial communities are identified. The author suggests ways to improve the described shortcomings for use in the program-oriented approach to managing the development of settlements and territories. The author specifies individual methodological recommendations for improving strategic planning in such communities. According to the author, an essential factor in choosing the intervention technique and including the measures of beneficiaries' involvement in the program-oriented approach in the management of settlement development are the results of the analysis of the mentality of the initiative group of the community and the level of presence of steady leaders in groups management. Given the domination of development-oriented motivations in the local society, the approach will be shifted in one way, but with dominant destructive motivations instead – the approach will be quite different, by a set of tools used. In addition, this analysis should consider the historical past of the community in order to conclude on the possibility of manifestation of either developmental or destructive approaches based on the behavioral situations that can be identified during the group work with the expert in the course of planning and strategizing work for the development of the settlement. A field expert on strategy development of the united territorial community is also recommended to include in the strategy indicators or markers in the area of sustainable development to measure the correctness of strategic development pathways of this community.
