INCLUSIVE MODEL OF SUSTAINABLE DEVELOPMENT OF LAND RELATIONS IN CONDITIONS OF DECENTRALIZATION

Abstract
Purpose. The article is to develop theoretical foundations and practical recommendations for the formation of inclusive sustainable development of land relations in the context of decentralization. Methodology of research. Research methodology is based on a set of general philosophical methods: historical method used in the study of the genesis and transformation stages of land in Ukraine’s economy, the consequence of which was the transition to market conditions of development; of abstraction - justification features of the agricultural sector was in terms of abstraction from the former Soviet approaches to managing the development of land relations with the European; induction and deduction - used to disclose the problems of land use under the influence of modern trends of economic globalization; analysis and synthesis - to analyze the efficiency of land use by different producers. Findings. We investigated the current state of land use through economic environmental and social development of rural areas. In this article we outlined the problems of local government and territorial organization of power using available resources. We defined the place and role of land in the context of sustainable rural development. Originality. Scientific innovation is the justification principle of inclusiveness land use, involving achieve this type of growth, covering all spheres of life in rural communities and provides a perceptible for everyone positive changes in the quality of life through the use of local resources, leading among which include agricultural lands. Practical value. Our results of research is the basis for solving practical problems by amending the laws of Ukraine to expand the powers of local government land management and monitoring land use and protection, using the experience of EU member states.
