OPEN INNOVATION AND STATE POLICY AT THE CURRENT STAGE OF ECONOMIC DEVELOPMENT

Abstract
Open innovation have become the dominant model of innovative twenty-first century, as well as changes in the external environment lead innovative companies to cooperate. The paper describes theoretical and practical prerequisites for the emergence and use of open innovation model. The changes in the external environment of companies that encourage them to take open innovation strategy are investigated. Among them is highlighted the acceleration of globalization, complexity of products, industry convergence, the development of information and communication technologies, the growth of venture capital. The general guidelines on the state of innovation policy are outlined. States are forced to adapt to changes in the strategies of innovative companies. These traditional approaches and policy tools are not effective enough. States must actively change policy in areas: R&D, science, education, cooperation, entrepreneurship and competition. Foreign experience in the formation of a national strategy of open innovation was considered.
