ORGANIZATIONAL AND ECONOMIC APPROACHES TO TYPOLOGIZATION OF PERSONAL PEASANT FARMS – SMALL FORMS OF ECONOMIC DEVELOPMENT

Abstract
Purpose. The aim of the article is the development of methodological provisions and practical recommendations for the typology of personal peasant farms, as a specific small form of agricultural production. Methodology of research. The following methods are used in the article in order to achieve this goal: abstract and logical, statistical observation, comparison, statistical series, expert assessments – in: analysis of Western standards of division into a personal peasant and farmer; determination of the inappropriateness of obtaining the IPF status of a farm; substantiation of the approach to the definition of the category of “personal peasant farm”. Findings. It has been proved that the use of western standards of division into private peasant and farm based on the large amount of income from sales, number of farm animals and land use in modern economic conditions of Ukraine is inappropriate. It is determined that gaining the status of farmer in the IPF will result in an appropriate increase in tax pressure. It is substantiation that the most appropriate approach to the definition of the category of “personal peasant farm” is: “personal subsidiary farms are a type of agricultural activity of households located in villages and settlements, which has no entrepreneurial direction and is characterized by the following features: the purpose of production is self-provision of food products, with the implementation of surpluses of agricultural produce; in the conditions of economic stability is an element of secondary, and subject to economic instability, of basic employment; for the production of agricultural products only the work of household members is used. Originality. Unlike Western standards of division into a personal peasant farm and farmer, it was established that the most appropriate approach to the definition of the category of “personal peasant farm” is: “personal subsidiary farms are a type of agricultural activity of households located in villages and settlements, which has no entrepreneurial direction and is characterized by the following features: the purpose of production is self-provision of food products, with the implementation of surpluses of agricultural produce; in the conditions of economic stability is an element of secondary, and subject to economic instability, of basic employment; for the production of agricultural products only the work of household members is used. Practical value. It is considered appropriate to introduce a criterion of threshold agricultural activity at the legislative level, which will facilitate the withdrawal of private farms from an array of traditional agricultural producers and the elimination of the understanding of OSG as a form of mass small business.
