In this article the peculiarities of attracting foreigners and stateless persons to administrative and legal responsibility were investigated. The law has been analyzed according to which foreigners and stateless persons are brought to administrative responsibility. The questions the procedure of conducting of cases concerning foreigners are considered. The list of circumstances to be clarified during the administrative proceedings is given. The process of expulsion and compulsory return of a foreigner is analyzed. It is proposed to legally consolidate in the legislation certain changes that should positively affect the objective reality in this area.
