SUBJECTS OF PUBLIC ADMINISTRATION IMPLEMENTING THE REALIZATION OF THE PROCESSED NON-CURRENT PROPERTY THROUGH ELECTRONIC BIDDINGS

Abstract
The article describes the subjects of the public administration, which carry out the realization of the arrested real estate through electronic trades. It is proved that the procedure for the implementation of the arrested property is provided not only by the executive authorities, but also state-owned enterprises based on state ownership and belonging to the management of the Ministry of Justice of Ukraine (SEATAM). At the same time, the authorities of the executive power are mainly analytical, informational, methodological and other types of work related to ensuring the implementation of the arrested property, while the powers of the SE "SAMAM" belong to the organizational support of the implementation of the arrested property. It was established that at the level of the Ministry of Justice of Ukraine, separate structural divisions on the issues of realization of the arrested property are present only at the level of the central apparatus of the Ministry, while at the level of territorial justice bodies, there are no specialized structural divisions. Bodies of executive service also belong to entities that carry out activities in the realization of property and in fact create the preconditions for this. It is argued that additional subjects of the public administration on the implementation of the arrested property may be called some entities in the field of electronic digital signature services, in particular, it is a verification center of an executive body or other public authority and a specially authorized central executive authority on the organization of special information and information protection. Another state entity that indirectly relates to activities in the realm of real estate arrested through electronic trading is the State Enterprise “National Information Systems”, which acts as the administrator of the Unified and State Registries, which falls within the competence of the Ministry of Justice of Ukraine. They indirectly affect the procedure for the implementation of the arrested property by providing an electronic digital signature of the Chief of the State Bailiffs' Service at the time of filing an application for the implementation of the arrested property.
