THE CONCEPT AND CLASSIFICATION OF SUBJECTS OF PUBLIC RELATIONS IN THE FIELD OF ACCESS TO PUBLIC INFORMATION

Abstract
The paper reveals the peculiarities of legal regulation, the concept and classification of subjects of public relations in the field of access to public information. Information managers are subject to detailed analysis as members of public relations in the field of access to public information, as well as the characteristics of questioners of information as participants in public relations in the field of access to public information. It is concluded that the information managers should be exclusively legal entities, which: 1) are recognized as subjects of authority; 2) are financed from the state, local budgets, the budget of the Autonomous Republic of Crimea; 3) perform delegated powers of the subjects of power authorities in accordance with the law or the contract, including the provision of educational, recreational, social or other public services; 4) are business entities and occupy a dominant position in the market or have special or exclusive rights or are natural monopolies in Ukraine. The attention is focused on the following: a) individuals, namely people who are participants in public-legal relations and have the legal status of a citizen of Ukraine, a foreigner, stateless person, internally displaced person, refugee, person in need additional protection, or a person in need oftemporary protec- tion; b) organizations having the status of a legal entity; c) public organizations and public associations that do not have the status of a legal entity.
