Abstract

One of the elements the reform of functioning of the state administration of the Second Polish Republic was an attempt to improve and standardize the methods of office work. The provisions reforming the organization and functioning of the office of the Ministry of Interior, voivodeship offices, district offices and the State Police (its the General Headquarters and field units) were announced and implemented in 1931-1932. The essence of this reform was the withdrawal of correspondence registers (and accompanying them indexes). In their place the subject records schedule was introduced, which was used to register and mark correspondence coming to the office, link it to cases (files), and finally to keep records of current affairs in organizational units and then in the institutional archives as files of cases finally closed. By implementing these assumptions of office reform, Poland found itself in a small group of European countries that in their public administration used such a kind of modern office system, which was based on the use of the subject records schedule, widely used in the modernized version to the present.

Abstract

In order to provide operative service of the personal policy of the Communist Party was established a system of member registration and documentation (cards index and personal files) of the staffing nomenclature. In the PZPR District Committees for conducting it in the years 1949-1952 were responsible the cards index instructor, who were middle-level political workers of its full-time apparatus. They were helpers of personal instructors (staff) and their factually deputies. The Execution of the KW was responsible for approving the candidates for the cards index instructor and for releasing them. Despite being careful it often happened that the position was entrusted to people who, for various reasons, including political, should not take it. This was one of the reasons for high personnel fluctuation among these officers. In the years 1949-1952 there were on average 8 for them per one the District Committee. Mostly they were poorly educated, but at least with several years of experiences in the party. Among them, the majority was women. These officers rarely made a career in the party apparatus. This people worked on the basis of normatives.

Abstract

The article investigates adoption and use of document management system in Ukraine’s state universities in the modern period (first and foremost, V. N. Karazin Kharkiv National University is in the spotlight in the article). We focus the investigation on normative legal, organizational, technical, financial, cultural and psychological issues of use of document management system in the institutes of higher education. We note that adoption of document management system in Ukraine’s state universities are at the initial stage and significantly depend on state and international supporting. The article contains concrete proposals of adoption of document management system in the universities. These proposals are based on national and foreign experience of creation and use of document management system. We conclude that adoption of document management system intends to promote increase of management efficiency and improve of level of competitive of Ukraine’s state universities in educational, scientific and technical services markets.

Abstract

The article discusses the basic problems related to the elaboration and implemen-tation of the idea of electronic government (administration) in the Russian Federa-tion. The article contains the characteristics of the program “Information Society” («Информационное общество»), 2010-2020. It was noticed that after 2010 the electronic administration program is realized quite intensively in the Russian Fed-eration. The most effective in Russian conditions is developing the direction of G2G informatisation (communication between government agencies) and G2C (relations between offices and citizens). The example of Sverdlovsk Oblast, with the medium progress of implementation of the “Information Society” program, illustrates the achievements and problems typical of the whole of Russia. The real-ization of the program at the local level meets with limitations resulting from ex-cessive subordination of municipal authority to regional authorities.

Abstract

The article discusses the genealogy of the Polish organized free-thinking movement. It presents the circumstances of the creation of the first two native groups in the early twentieth century: the Polish League of Free Thought, operating in France and the Association of Polish Freethinkers, created in Warsaw. Presents the statutes of these organizations and recalls the program articles of leading activists: L. Krzywicki, I. Moszczeńska and A. Niemojewski, published in the then freethinking journal ("Pan-teonie" and "Niepodległości"). He emphasizes the most important ideas of these gatherings: opposition to dogmatism, especially in the religious edition; the laiciza-tion of social life, with special attention to secular education; world-view tolerance; and the specific connection of the Polish freethought with the national liberation issue.

Abstract

From the second half of the 20th century, Japanese cinematography has given Europe many films that have left its mark on the entire global film industry. The most exported goods in this regard (apart from Akiro Kurosawa's work) are horrors and anime. It is the latter that is devoted to this article. When and how was the global interest in Japanese cartoons born? The most popular Japanese anime productions are certainly series such as Pokemon, Final Fantasy, Dragon Ball and well-known world-wide movies: My Neighbor Totoro, Princess Mononoke, Spirited Away, Akira, Grave of the Fireflies. Cartoons can encourage people to learn about the culture of a given country - researchers often point out that many anime fans are eager to learn more about Japanese history and learn the language. At the turn of the 20th and 21st centuries, anime became the most popular export product of all Japanese cinematography. This export consists not only in the fact that the anime acquires new continents and areas on the world map, but also on the fact that from the sphere of cinema it also penetrates into other areas of pop culture - games, toys, etc.

Abstract

The article deals with the issues of attacks on manor houses during the Second World War in the area of the General Government. In this procedure were involved both ordinary criminals and communist organization, such as the Polish Workers' Party and its armed arm the People's Guard (renamed at the beginnings of January 1944 to the People's Army). The reasons why manor house was attractive, especially for communist groups, were several. The attack gave the communist organization the opportunity to obtain valuables and, at the same time, “punish” the political enemy who opposed the slogans proclaimed by the communists.

Abstract

The article is a source edition of the previously unpublished political work entitled Punkta rady i mowy jego mości pana podskarbiego koronnego w zamku łowickim. The text comes from the time of the reign of King Michael Korybut Wiśniowiecki and refers to the events that took place in the Polish-Lithuanian Commonwealth in the second half of 1672. It contains five points which, through their content, are a summary of previous activities taken by the malcontents, who tried to lead to the dethronement of the monarch.
