A Case Study in Formative Usability Evaluation of a Local Public Administration Web Site

Abstract
Usability of local public administration web sites should be a key concern in the implementation of the Information Society in Romania. Unfortunately, usability evaluation is not yet a current practice. The purpose of this paper is to present a usability evaluation methodology and a case study targeting a local public administration web site. The evaluation procedure is based on two methods: heuristic evaluation and user testing. A heuristic evaluation was performed against a set of 24 heuristics. Then a user testing was carried on that was based on the think aloud protocol. The evaluation results obtained with each method were analyzed as regarding their confidence and validity.
