A FIELD RESEARCH ON CLOSED TOWN MUNICIPAL WITH LAW NO. 6360 PROBLEMS SUCH AS THE EFFECTIVENESS SERVICE, PRODUCTIVITY AND REPRESENTATION: THE CASE OF MUNICIPAL ÖNSEN

Abstract
Recently, the majority of legal arrangements relating to local governments, has been on ensuring the effectiveness and efficiency of the services offered. But sometimes even considered the effectiveness and efficiency can be achieved on paper it is not the realization of this practice. Sometimes it is necessary to give up representation to ensure effectiveness and efficiency of services. Published in Turkey in 2012 and entered into force March 30, 2014 elections with all the essential purpose of Law No. 6360 is to ensure the effectiveness and efficiency of services. In this context the legal entity of the village and town municipalities removed and converted into a neighborhood. What closed before the closure of the service after being switched off in the case of these municipalities it has to be measured by what happens in the case of field research. However, in closed municipality it has investigated whether there is any representation issue.
