A MATTER OF IMPROVEMENT OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM OF INFLUENCE OF THE STATE ON THE ECONOMIC SPHERE

Abstract

Problem setting. The state has intensified four reforms, including medical, educational, pension and judicial. At the same time, the economic sphere did not become the object of holistic deep and systematic reformation. The modernization of all elements of the national economic system, legal economic order, therefore, should receive first priority. Recent research and publications analysis. The large number of scientific works by the economic science is devoted to the problem of modernization national economic system. Works of E. V. Cherepovskyy, K. O. Stadnyk, V. O. Usatyy, V. I. Kukhar, V. A. Yusupov etc. are devoted to this problem. The mentioned issues were not considered from the standpoint of taking into account the phenomenon of economic power in the system of economic relations and the need for legal formalising the relations and implementation of the economic State policy. Paper objective. The article objective is an attempt to use the categories “economic power” and “economic policy” as the system-forming factors for modernizing the system of relations of organizational and economic influence of the state on economic sphere. Paper main body. A leading role in ensuring optimal consideration interests of the country’s economy as a whole and its main players is played by the legal economic order. Partial improvements in systematics of the functioning of the economic mechanism and legal economic order are limited efficient. The object of targeted intervention should be the whole economic system of society. The problem of segmentation of the national economy into separate components, which are rather specific phenomena, acquires a separate meaning. There is no doubt that such segmentation occurs in particular on the “line” – small, medium and large business. Conclusions of the research. 1. The entrepreneurship of small and medium business sets the task of a selective plan – the cultivation of the modern Ukrainian bourgeoisie. 2. The issue of regulatory policy of the state should be raised to a much higher sociopolitical level and level in the structure of state executive bodies. 3. The legal regimes for regulating the activities of small businesses and companies of a global or nation-wide sectoral scale must be significantly different and require clarification of the constitutional and legal priorities and the fixation of the main legal means. 4. The procedure for the formation of the state’s economic policy, its system, the quality of the execution the relevant documents, the grounds for their cancellation and modernization, and the responsibility for violation of the established order should receive its legislative mechanism. Short Аbstract for an article Abstract. The article is devoted to separate issues of reforming the economic mechanism of the national economy. The attention is drawn to the need to take into account the socio-economic phenomenon of economic power and its varieties, the need for significant correction of the content of economic legislation and the clarification of the essential differences in the legal regimes of the functioning of small, medium and large business. The special mainstreaming in the article is subject to the problem of legislative provision of all social relations that arise in the process of formation and implementation economic policy of the state and some of its areas.
