Abstract
As part of a comparative study, issues of countering oil theft in foreign criminal laws and the possibility of further improving domestic legislation in this area were considered. A comparative legal analysis of the legislation of individual states in the field of security of the oil and gas sector indicates a higher quality level of security of this industry in the People's Republic of China. To date, there is no systematization of legal norms that do not allow to increase the level of security at the facilities of the fuel and energy complex of Kazakhstan, and there are no uniform rules that are mandatory for subjects of the quasi-public sector and compliance with which will ensure the safety of fuel and energy facilities. Considering the great importance of the oil and gas industry for the country's economy, we consider it expedient to develop and adopt by the Parliament of the Republic of Kazakhstan a single regulatory act governing the safety of oil and gas assets in Kazakhstan, by analogy with other neighboring countries.
