Access to legal information: a view through the prism of the latest information technologies

Abstract
The article is devoted to the study of access to legal information in the context of the development of the latest information technologies and the launch of e-government. The concept of legal awareness of society is considered as a necessary condition for the functioning of the legal system in a modern democratic state. The key ideas of the e-governance concept are analyzed. The advantages and perspectives of implementation of the newest information technologies in the state and local authority’s lawmaking process are determined. Establishment and development of the information society is an inherent feature of the XXI century. Information and communication technologies are rapidly developing in the information society, and are advantageous conditions for effective use of the obtained information in solving the most important state issues. The right to information is one of the most important human and citizen rights. The full implementation of this right and ensuring free access to information is of the highest importance to the public since it provides not only formal but the real participation of citizens in the life of the state. The role of the information society in the legal and political areas is to provide freedom in receiving and distributing the information, which has an impact on the legal and political processes. The evidence of the transformation of the above processes is growth of participation and consensus found among different social groups of the population. The active development of the information society generates a new round of legal and political culture with a wider implementation of the fundamental rights of every citizen through electronic means of communication. This, in turn, promotes democratic processes and metamorphosis within the state. More opportunities emerge for the legal activity of citizens who have wider access to legal documents and regulations and have the possibility to express their point of view through electronic media. An increasing number of democracy researchers tend to believe that the old form of building democracy and the functioning of the legal system is no longer «suitable» for a society where more and more people can receive more information on different social and political issues through access to information technologies. Through these technologies, citizens shape their opinions on a variety of issues. That is why the problem of the establishment and development of the information society, «knowledge society» is quite relevant and requires further research.
