ACTS OF LOCAL LAW AND ORDINAL LAWS OR CHARACTER OF NORMATIVE ACTS OF LOCAL GOVERNMENT (IN POLAND)

Abstract
Acts of local government institute the legal basis of the autonomy, function and eqcacy of local government structures, which consist in the most evident form of democracy - local democracy. {e question is - how these competences are executed by local government unites. And the next one - if the central government is ready to create such possibilities for those units, as well as - to tolerate them during control and superintendence procedures, which can weaken local democracy. Is not the Polish legal practice, especially in cities with the rights of district (county), where big local communities become supplementary unit, contrary to the constitutional principles of democracy and local government?<br/><br/>
