ACTS OF UKRAINE’S PRESIDENT AS SOURCES OF ADMINISTRATIVE LAW

Abstract
The article is devoted to the study of the acts of the President of Ukraine in the system of sources of administrative law. The acts of the head of state are analyzed, their main features are highlighted and the criteria for their classification are proposed. It is highlighted that the President of Ukraine issues decrees and directives mandatory for the execution on the territory of Ukraine on the basis and in pursuance of the Constitution and laws of Ukraine. Other acts of the President of Ukraine are also analyzed in the article. It is concluded that they cannot be regarded as sources of administrative law as they do not contain norms of administrative law and therefore are not obligatory for all subjects of law. The main role among all acts of the President of Ukraine play presidential decrees as they contain legal norms and regulate social relationships. Although there are provided some examples of Presidential directives which provide obligatory legal provision and thus should be concerned as sources of administrative law. It is proposed classification of all kinds of acts of Ukraine’s President by different criteria. Some examples of judicial application of acts of Ukraine’s President as sources of administrative law are provided. It is concluded the importance of decrees as main sources of administrative law, their impact on organization and functioning of public administration in Ukraine and other issues which are subject of administrative law of Ukraine.
