ACTUAL PROBLEMS OF THE FUNCTIONING OF THE INSTITUTE OF MANAGEMENT AND MAINTENANCE OF MULTI-QUARTER RESIDENTIAL HOUSES

Abstract

In the article the main problems of the institute of management and maintenance of multi-apartment buildings, with which citizens of Ukraine have faced, are discussed in detail. Today in Ukraine created about 28.7 thousand condominiums, but problems in the management and maintenance of multi-apartment buildings occur almost every month. As of May 2018, the state owed funds to associations of co-owners of multi-apartment buildings. The mechanism for accrual benefits and housing subsidies was considered (for people who live in multi-apartment houses, where associations of co-owners of multi-apartment buildings were created). The article highlights the reasons why housing subsidies and benefits were not accrued for January-March 2018. The second stage of monetization should be the opening by recipients of subsidies their own bank accounts, on which they will receive money. This will help to save resources, because when a person has to pay from his own pocket, he (or she) will consider the need for rational use of provided housing and communal services. The second problem of the functioning of associations of co-owners of multi-apartment buildings is financial difficulties. In Ukraine, there is an old housing stock that has not been repaired and was transferred to the co-owners of multi-apartment buildings in such a state. To solve this problem, it was suggested to the co-owners of multiapartment residential buildings to take loans from banks. The reasons why such associations can not take bank loans are discussed in the article. The topic of granting state loans, which can now be used by associations of co-owners of multi-apartment buildings, was discussed briefly. The positive point is that the state is trying to provide for coowners of multi-apartment buildings loans for the introduction of energy saving technologies and new technologies for efficient use of resources. The text gives an example of a lack of understanding by state bodies of the competence of associations of coowners of multi-apartment buildings, which leads to different kinds of conflicts. This example concerns the issue of mobilization and accounting of persons liable for military service. The question is whether the associations of co-owners of multi-apartment buildings can provide information about their members. The distribution of personal data without the consent of the subject of personal data or his authorized person is allowed in cases specified by law and only (if necessary) in the interests of national security, economic welfare and human rights. The article touches upon the difficulties that arise during the creation of associations of co-owners of multiapartment buildings. In practice, situations often occur when in an apartment building there are a sufficient number of apartments, the ownership of which is established, but in fact it is impossible to find the owner of this apartment. The conclusions summarize the problems that are described and proposed ways and directions of their solutions.
