Administrative control of personnel activity: essence, principles, procedures and value in company management

Abstract

Introduction. Experience of the leading world corporations allows to claim that high results are achieved by those organizations which attach great value to qualitative characteristics of personnel, constant improvement of qualification of workers, their professional and personal development, use of motivational mechanisms for the purpose of formation of a concept of own importance and participation in business which the enterprise is engaged in. For this reason human resource management, and in particular, control of its activity as a management function is necessary for ensuring the efficiency of activity of an enterprise, which seeks to receive high results, to be successful in business, to introduce innovations, to grow and develop. Purpose. The purpose of the article is the research of the essence, the value, the principles and procedures of administrative control of activity of personnel of an enterprise and criteria for evaluation of qualification requirements to workers when hiring them. Results. The essence of administrative control of the activity of personnel of an enterprise is investigated in the article. The essence of administrative control is concretized through the justification of its essential characteristics and basic principles, disclosure and grouping of which in work allows claiming the importance of administrative control in a personnel management system. The characteristics of administrative control allow to characterize it as a type of activity which is carried out by the following subjects of control at the enterprise: owners, chiefs (high management level); mid-level administrative personnel (managers appointed by the top management), low-level administrative personnel (workers within their functional duties). The criteria for evaluation of qualification requirements to personnel when hiring are investigated, the accounting of which will allow avoiding a set of misunderstandings during the current work, discrepancies to the expected requirements, the ethical conflicts, loss of trust to workers from the administration. Conclusion. As a result of studying of quantitative and qualitative characteristics of the efficiency of administrative control, the author offered procedures to control the activity of personnel of the enterprise the application of which will allow to reach indicators of their effectiveness.
