ADMINISTRATIVE-LEGAL CHARACTERISTIC OF POLICE COMMISSIONS AS SUBJECTS OF EVALUATION OF POLICE ACTIVITY

Abstract
The author determines the legal state of police’s commission activities. Police commissions have been identified as permanent collegial bodies formed both in the apparatus of the central police authority and in its territorial bodies in order to ensure the conduct of an open and transparent selection of persons for occupation of vacancies and promotion of police officers on the basis of objective evaluation their professional level and personal qualities, the correspondence of each occupied position and the definition of the prospect of official use in the police. The elements of the administrative and legal status of police commissions as permanent collegial bodies formed in the apparatus of the central police authority are identified and analyzed. Particular attention is paid to defining the content and purpose of police commissions. The structure and composition of police commissions are explored.
