ADMINISTRATIVE PROCEDURES USED IN THE EVALUATION OF INVESTMENT PROJECTS FINANCED FROM PUBLIC FUNDS IN FARMS – THEIR CONSISTENCY AND USABILITY

Abstract

The main objective of the paper was critical assessment of the administrative procedures for applying for funding investments in farms from the “Rural Development Programme” 2014-2020. Public funds should be spent with due diligence. They must be defined clear goals for their spending and proposed appropriate assessment procedures. They should be relatively simple for applying for funding and clear in the evaluation of administrative staff. Analyzed in the article, the administrative requirements of applying for funding and the procedure for assessing the validity of investment activities in the operation “Help in starting a business for young farmers” are complicated, useless, imprecise and inducing farmers to primitive, simple (usually unprogressing) investments.<br/><br/>
