Abstract

Abstract This essay explores the alignment of customs valuation with international standards as a means to foster fairer trade practices globally. Customs valuation, a crucial element in international trade, determines the customs duties and taxes imposed on imported goods. Despite international efforts to standardize customs valuation, such as through the World Trade Organization and the World Customs Organization, disparities remain due to differences in valuation methods, documentation requirements, and administrative practices among countries. These inconsistencies can lead to unfair trade practices, competition distortions, and market inefficiencies. The essay asserts that aligning customs valuation practices globally can reduce manipulation opportunities, promote transparency, and enhance trade efficiency. Challenges to harmonization include divergent national interests, technical complexities, and resource constraints, especially in developing countries. Addressing these challenges requires coordinated efforts among governments, international organizations, and stakeholders. The essay also details Azerbaijan’s legal framework and initiatives to align its customs valuation with international standards, focusing on the Customs Code and the “Law on Customs Tariff” of the Republic of Azerbaijan. Azerbaijan's customs valuation legislation reflects its commitment to align with international standards, highlighting efforts through robust legal framework, intellectual property protection, effective currency, and export controls, standardized customs duties, and adherence to international treaties.
