AMNESTY AHEAD FOR UKRAINE: ISSUES OF NON-GRANTING

Abstract
The study was aimed to examine one of the most crucial issues in the long-awaited process of de-occupation and reintegration of the Donbas – amnesty. The author analyses how this issue is regulated in Ukraine and the generally recognized grounds of non-granting amnesty under international law to keep in mind for the lawmakers in Ukraine in future. The piece also refers to the first practical aspect of the general de-occupation process presented at the governmental level – the “Small steps mechanism” by the Ukrainian Minister of Interior.
