AN INCREASE OF LOCAL BUDGETS FUNCTIONING EFFICIENCY IN UKRAINE

Abstract
Under the conditions of Ukrainian economy transformation through the system of local budgets there must be an increase of regional tax potential, high-quality provision of social services to the population. It is proved that improving the mechanism of local budgets functioning and determining their development trends are the basis for the growth of profitable potential of territories. The paper is aimed at the development of complex recommendations to increase the efficiency of local budgets functioning in Ukraine. The process of modernisation of local budgets must foresee the complex mechanism of their functioning, realization of reasonable budgetary reforms at the level of territorial units. The increase of local budgets efficiency must be aimed at rationalization of the budgetary system, which, in turn, must provide the increase of budgetary process efficiency. It will create pre-conditions for developing the budgetary mechanism and reorientation of local budgets system to solving complex socioeconomic tasks at the local level.
