ANALYSIS OF CURRENT STATE OF ADMINISTRATIVE-LEGAL REGULATION OF RELATIONS IN THE FIELD OF HEALTH SPHERE IN UKRAINE

Abstract
The article is devoted to analysis of the current state of administrative-legal regulation of relations in the health sphere in Ukraine. Is emphasized that the main disadvantage of implementing medical reform in Ukraine is the lack of a single document that would serve as a “roadmap” for the implementation of appropriate changes. Pay attention that the tasks of health care reform reflect new groups of social relations that require the creation of a proper legal basis. Such tasks determine the following: 1) implementation of the state guaranteed package of medical care; 2) formation of a single national customer of medical services; 3) creating new opportunities for local authorities to exercise health authority; 4) autonomization of medical care providers; 5) the introduction of the principle of “money goes for the patient”; 6) development of a modern system of “e-health”. Accent, that all components of the medical sphere in the modern period are not fully ensured by normative legal acts. Some groups of public relations, which we consider to be highly important, have not at all found the proper legal support and do not take into account world standards. On the basis of our analysis, we observe a number of convincing advantages and a number of shortcomings, which allows us to speak about the satisfactory state of administrative-legal regulation of relations in the sphere of health care in Ukraine in the modern period.
