Abstract
This Study Was Conducted With The Aim To Know And Analyze The Regulation Of Sanctions In The Principles Of Formulation Of Legislation. And To Know And Analyze The Norm (Order Or Prohibition) Without Accompanied By Sanction In Law Number 25 Year 2009 About Public Service. This Research Is A Normative Research, With Approach Of Law (Statute Approach), And Conceptual Approach (Conceptual Approach). By Using Primary Legal Resource Ie All Kinds Of Laws And Regulations That Are Related To The Formulation Of Legislation Namely The 1945 Constitution Of The State Of The Republic Of Indonesia, Laws / Government Regulations In Lieu Of Laws, Government Regulations, And Legal Materials Secondary Theory Ie, The Opinions Of Experts, And All The Legal Literature Related To The Formulation Of Legislation, Especially The Regulation Of Sanctions In The Rule Of Law Norms.
