ANALYSIS OF THE CONCEPT FOR THE DEVELOPMENT OF FARMERS AND AGRICULTURAL COOPERATIVES FOR 2018-2020

Abstract
The adopted Concept for the Development of Farmers and Agricultural Cooperatives for 2018-2020 aims to stimulate, first and foremost, the members of personal farms, which conduct commodity production, the choice of the legal form of the farm and thus the increase of the number of farmers in Ukraine. Today, the problem of the development of farming as an organizational and legal structure that fully utilizes the specifics of rural life is extremely relevant for ensuring the food and environmental security of Ukraine. There is a need for an analysis of the Concept, its impact in 2018 to determine ways to improve the state policy in the agricultural sector, to develop mechanisms for stimulating development and improving the efficiency of the activities of farms to fulfill their socio-economic functions in the countryside. It is analyzed on the basis of the Laws of Ukraine "On the State Budget" for 2017, 2018 the expenditures for financing the agrarian sector by the codes of the program classification. A comparative analysis of changes in financing with planned indicators for 2019 taken from the draft Law of Ukraine "On the State Budget for 2019" was conducted. A number of problems have been identified that are not aimed at protecting the interests of agricultural producers and hamper the development of the agro-industrial complex in general, in particular farms. According to the results of the study, a number of proposals were made to improve the state support to the agro-industrial complex, which should take place, in particular, in the direction of refusal of restrictive quantitative criteria, introduction of norms that stimulate agricultural entities to grow.
