ATTITUDES TOWARDS THE VACCINE: HISTORICAL EXPERIENCE, CULTURAL CONTEXT, AND MODERN CHALLENGES

Abstract
In recent years, the rapid spread of dangerous epidemics, environmental pollution, climate change, and the sharp rise in global temperatures have had a detrimental impact on public health. To address these pressing global challenges, international organizations—particularly the World Health Organization (WHO) — have implemented a range of measures. These include initiatives aimed at enhancing public sanitation, combating epidemics, and increasing life expectancy. Although it was scientifically established in the late nineteenth century that infectious diseases are caused by microorganisms, the threat of such diseases remains significant today. Contributing factors such as poverty, war, famine, violence, and environmental crises continue to facilitate the widespread transmission of illnesses. In this context, social attitudes toward vaccination have been analyzed through the lens of cultural dimensions, drawing on Hofstede’s theory of cultural context. The concept of the “vaccine dilemma” has been employed to explore public trust in vaccines and prevailing attitudes toward immunization. Historical analysis reveals that, from the Black Death that swept across Eurasia in the fourteenth century to smallpox outbreaks, infectious diseases have claimed millions of lives. However, scientific advancements have since enabled humanity to control microbes, adhere to sanitary standards, and most importantly, safeguard public health through vaccination. Public perceptions of vaccines are deeply influenced by cultural, social, and economic factors. In Uzbekistan, for example, the promotion of a healthy lifestyle—emphasizing proper nutrition and physical activity—is integrated with the national vaccination system and supported by the sanitary and epidemiological service. During the COVID-19 pandemic, in order to mitigate economic disruption, the government introduced several financial aid packages and social benefits. This article aims to analyze the effectiveness of health policy through an examination of the cultural and social determinants that influence vaccination attitudes and practices.
