BASIC PLENARY POWERS OF PUBLIC AUTHORITIES ARE IN THE FIELD OF LOCAL SELF-GOVERNMENT

Abstract
The article is devoted research of basic problems of mutual relations of state power and local self-government which is a necessity for understanding them general and excellent at adjustment questions local value. Correct awareness of basic moments of co-operation, and also plenary powers of public authorities in the field of local self-government will provide more clear lineation of circle of actions and plenary powers of local establishments and public power.
