БІДНІСТЬ НАСЕЛЕННЯ ЗА СПОЖИВАННЯМ: НОВІ ВИМІРИ

Abstract
В статті представлено нові методичні підходи до дослідження бідності населення за споживанням. До категорії нужденних запропоновано відносити населення, яке одночасно є бідним за відносним критерієм та структурним (комбінований критерій 1), за відносним та добовою калорійністю раціону менше 2100 ккал (комбінований критерій 2). Доведено, що застосування у якості критеріїв лише частки витрат на харчування або енергетичної цінності раціону має певні застереження та не відображає реальної картини бідності населення за споживанням. Відповідність одному, окремо взятому критерію не завжди означає бідність, а може бути результатом споживчого вибору. Натомість застосування комбінованих критеріїв дасть змогу виокремлювати населення, яке не з власної волі, а через нестачу коштів не в змозі забезпечити споживання на характерному для українського суспільства рівні.
