[b][i]Participation of Individuals in Realizing Social and Economic Goals Reserved for the Public Sector. Tax Institutions Related to Individual Income and Investment [/i][/b]

Abstract
The author presents examples of tax solutions used in European tax legal systems that aim in the short term to stimulate local economy and entrepreneurship, as well as to increase public budgetary income in the long term. The regulations described are related to both direct public financing - subsidies - and to indirect financing created by tax incentives offered to tax subjects investing in defined undertakings. The article shows the differences between tax regulations of particular European tax systems. The analysis concerns in particular various characteristic solutions regarding capital gains tax for individuals. The author also points out possible proposals for further development of regulations in the Polish tax system. They would correspond to tax incentives used nowadays by some foreign legal systems.The aim is to allow individuals to participate in furthering social and economic public aims. The presented analysis justifies the thesis that transfer of authority to the members of the society may constitute an effective alternative to the current system of financing of the aforementioned social and economic aims by public budgetary funds.
