[b][i]The Liberal Equilibrium: Realization of Private Goals by the State[/i][/b]

Abstract

The author argues that liberal political thought constitutes equilibrium between its totalitarian and anarchist counterparts. In the wide spectrum of possible relations between the individual and the state it is liberalism that offers the middle ground. Indeed, totalitarianism assumes that individuals are supposed only to implement the ends of the state while anarchism holds that individuals are in a position to implement their own private ends only when the state does not exist. In turn, liberalism states that the task of the state is to implement the private ends of the individuals who are its citizens. This particular position of liberalism results from its defence of three theses. First, liberalism assumes (at least in its contractarian mainstream) that individuals who originally pursued their own private ends in the state of nature authorize the state to do it on their behalf after the act of social contract. Secondly, it assumes that the coercion available to the state to implement these ends is based upon the consent of its citizens. Thirdly, it assumes that the guarantee of the efficiency of the state in pursuing this task is the right of citizens to emigrate.
