BUDGET LEGISLATION CONTROL IN FINANCIAL ACTIVITY MINISTRY OF INTERNAL AFFAIRS OF UKRAINE

Abstract
The article is focused on the analysis of the current state of ensuring legal control over the compliance with budget legislation within the financial activities of the Ministry of Internal Affairs of Ukraine, as well as on finding the ways to improve it. The author of the article has studied the main types of financial control over the activities of the Ministry of Internal Affairs, in particular external and internal ones. The emphasis has been paid to the specifics of the departmental control of the Ministry of Internal Affairs. It has been established that the departmental financial control in the system of the Ministry of Internal Affairs is realized, first of all, by the leadership of the relevant structural units of the Ministry of Internal Affairs while exercising their powers in the sphere of disposal of material and financial resources, which are under their jurisdiction. The author has defined the basic directions of the activity of the subjects of departmental control in the system of the Ministry of Internal Affairs, which are: legal, material and economic, reporting and analytical. It has been concluded that it is possible to use the proper authorities by the respective officials of the Ministry of Internal Affairs to bring the perpetrators to justice in case of thefts, lack of funds and property, as well as their damage, revealed during the financial control. Special attention has been paid to the analysis of the legal basis and, accordingly, to the need to involve the public in monitoring the compliance with the budget legislation in the financial activities of the Ministry of Internal Affairs of Ukraine. The author has established that the objectives of public participation in monitoring the compliance with budget legislation in the financial activities of the Ministry of Internal Affairs of Ukraine is to ensure the responsibility of the Ministry of Internal Affairs for the public for the rationality and efficiency of the distribution and use of budget funds, as well as the impact on the distribution and use of budgetary funds in the future by identifying and outlining the financing shortcomings, search for the means of improvement and their offer to the relevant authorities. The author has offered to adopt a separate regulatory act that would regulate public participation in monitoring the compliance with budget legislation in the financial activities of the Ministry of Internal Affairs of Ukraine, taking into account the specifics of the Ministry of Internal Affairs. The author has determined the main directions of improving the control over the compliance with the budget legislation in the financial activities of the Ministry of Internal Affairs of Ukraine, in particular, coordination, regulatory, preventive, information and others. The author has offered own definition of the concept of control over the compliance with the budget legislation in the financial activities of the Ministry of Internal Affairs of Ukraine.
