Abstract

The article analyzes the economic essence of local budgets and their role in the state regulation of the economy. Issues of differentiation of incomes and expenditures between state and local budgets raise on the basis of a critical study of foreign experience in solving problems of local budgets and decentralization of the budget system. The conceptual approaches to construction of an effective mechanism of state regulation of inter-budgetary relations at the regional level are substantiated. The economic and legal mechanisms of distribution and use of targeted transfers from the state budget to local budgets for socio-economic development of regions are analyzed. The problems of regulation of interbudgetary relations were determined and directions of solving independence and autonomy of local budgets from the center were proposed.
