Abstract

Problem setting.The activity of public authorities in the innovation sphere and ensuring the implementation of state innovation policy should belong to a specially empowered agency of the central executive authorities on innovation. Therefore, it is necessary to clearly establish the lines of authority of all bodies involved in the implementation of the innovation policy. Recent research and publications analysis. Actually, the system of organizational and economic support has not become the subject of a comprehensive study. Paper objective. The purpose of this article is to study the organizational and economic powers of the Cabinet of Ministers of Ukraine in the innovation sphere. Paper main body. State regulation of innovative activities as a set of appropriate means and instruments is aimed at establishing and implementing legal and organizational relations that arise between public authorities and agents of innovation. The main task is to provide the appropriate conditions for the implementation of state innovation policy. It should be noted that, according to Art. 2 of the Law of Ukraine “About the Cabinet of Ministers of Ukraine” in its latest version of 2010 there was a provision on “ensuring development and state support of the scientific, technical and innovative potential of the state”, and art. 20 although it contains an indication of innovative development programs, is generally focused in particular on scientific and technical policy, the development of scientific and technical potential, the procedure for the formation and use of funds for scientific and technical activities. Conclusions of the research. 1) State support of innovation processes can be carried out: at the micro level – through their detailed legislative settlement; B) at the macro level – the formation of an effective system of organizational and economic support of the state’s influence on innovative relations. 2) Such a system involves finding out an armoury of economic and legal influence. 3) This system provides a logically established system of agents of organizational and economic authorities with an effective distribution between these bodies. 4) Legislative support of the Cabinet of Ministers of Ukraine, its economic competence contains significant gaps in its impact on innovation processes in the national economy. Short Abstract for an article Аbstract. The article considers the peculiarity of the Cabinet of Ministers of Ukraine (CMU) as the supreme body of executive power and as an agent of organizational and economic authority in innovation. Attention is paid to the issue of the organizational and economic competence of the CMU in the innovation sphere and the means of influence of the CMU for innovation activity.
