CAPACITY BUILDING FOR A PERMANENT STRATEGY OF THE REGION IN THE HIGH-TECHNOLOGICAL ENVIRONMENT

Abstract
The article focuses on the fact that changing techno-culture leads to a review of priorities for capacity building. The development directions and base potential of the region in the high-tech environment are systematized and supplemented. It was stated that the new priorities coincide with the tasks of sustainable development. Emphasized the mixed impact of the NTP on the development of regions and pointed to the need for the state regional administration to accelerate the process of creating the appropriate conditions for capacity building in accordance with the new techno-culture. The necessity of a steady jump of regions in a high-tech environment is substantiated. It is proved that high technologies can support a steady jump in the region and avoid the passage of natural evolutionary stages of progress. The emphasis is on leaving the raw material specialization and integration with high-tech global global economic systems, including for solving sustainable development problems.
