چالشهای پیاده سازی بسته مداخلات ضروری بیماریهای غیرواگیر(WHO PEN) در نظام سلامت ایران

Abstract
مقدمه و هدف: بسته مداخلات ضروری بیمار یهای غیرواگیر سازمان جهانی بهداشت WHO PEN:( World Health Organization Package of Essential Noncommunicable Disease Interventions) مجموعه ای از مداخلات اولویت دار و هزینه اثربخش است که می تواند مراقبت با کیفیتی راحتی در شرایط کمبود منابع ارائه دهد. در این ارتباط، هدف از انجام پژوهش حاضر، تبیین چالش های پیاد ه سازی این بسته در نظام سلامت ایران بود. روش کار: پژوهش کیفی حاضر با رویکرد تحلیل محتوا در سال 1394 انجام شد و داد ه ها با مشارکت 18 نفر از صاحب نظران در دو جلسه بحث گروهی متمرکز و شش مصاحبه عمیق فردی جمع آوری گردید. شایان ذکر است که مصاحبه های پیاده سازی شده، با استفاده از روش تحلیل محتوا، تحلیل گردیدند. یافته ها: یافته های پژوهش، 9 درون مایه اصلی (چالشهای مدیریتی، تشکیلاتی، عملکردی، اطلاعاتی، سیاسی، جمعیتی، اقتصادی، فرهنگی و آموزشی) و 19 موضوع فرعی را ارائه می دهد. نتیجه گیری: با توجه به چالشهای متعدد پیاد ه سازی بسته مداخلات ضروری بیمار یهای غیرواگیر می توان با مدیریت پایدار و مؤثر، تجدید ساختار نظام سلامت، همکاری سایر بخشها و آموزش، ضمن رفع نواقص موجود، به اجرای پروتکل سرعت بخشید.
