CHANGES IN PUBLIC CONSCIOUSNESS AS THE PRECONDITION OF POSITIVE TRANSFORMATION: LEGAL GUIDELINES

Abstract
There were studied some general issues of civil consciousness changes as the basic prerequisites of social reforms. The author have taken into account an impact of destructive social and psychological development phenomena trends’ on corruption as an important factor that leads to inhibition of economic development or stagnation. Also there was outlined the relationship between socioeconomic environment and corruption as a dynamic factor that depends on forceful impact caused by public consciousness. Thus, as well there were provided some guidelines on activities that are aimed to improve public awareness as the key driver of social environment. The author considered taking some measures aiming to prevent abuses in the outlined area.
