Abstract
In the last decade of the XXth century, we were witness of global political changes. World geopolitical is very different from the one existent on several decades behind. Social, economic, scientific, demographic, ecologic evolutions are very different too and the regional and global security is tottally changed in the last decade of the XXth century.
