Citizens’ participation in rural territories development: foreign experience

Abstract
The present article describes one of the direct democracy forms – citizens’ participation during the processes of programme-oriented approach to rural territories development in Ukraine. Such approach is extremely important for Ukraine, especially in line with the current reforms on territorial set up of power – amalgamation of communities. Hence, presenting in this article of the legislative base which stipulates the existing direct democracy forms in Ukraine is very crucial. Though direct democracy forms are legislatively stipulated on practice they are at their early stage of development. Citizens’ participation in decision making, strategic goals development and formulation of local development projects is a weak part in implementation of good governance principle. That is why the author pays special attention to active participations of citizens during local strategies development, as well as to impact of such a direct democracy form as consultations with citizens on a community development. The importance of consultations with citizens during development and implementation of local strategies should not be undermined, since they positively impact on citizens’ attitude to strategic papers of a community they reside in. Hence, this article presents also best practices of direct democracy use in the leading European countries, such as Switzerland and Poland.
