CIVIC CULTURE AS A FACTOR IN DEVELOPING CIVIC IDENTITY OF A PERSON

Abstract

The articles notes that the development of civic identity of an individual takes place in the process of civil socialization – the process of gaining social experience by a person (norms and values of civic culture, civic behavior patterns, knowledge and ideas about the state, citizenship, etc.) through the inclusion in the organizational environment of the state and the system of social links with other citizens. It proposes to designate external (social) and internal (psychological) factors as the factors of developing person’s identity. External factors are proposed to be classified: as follows: image of the state, state ideology, civic culture (a set of norms, rules (in particular, important “rules of the game”), values, traditions and rituals, behavioral standards and stereotypes, established, customary ways of interaction (institutional and interpersonal), formed and common in a certain society) and civic prescriptions, values and models of civic behavior of reference subjects. Internal factors of civic identity development shall include: cognitive, motivational, axiological and interactive. It has been proved that civic culture, which is considered as a culture of common life of citizens in a certain state, is one of the factors in the development of a civic identity of a person. It is stressed that the contradictory nature of the values and norms of life in the Ukrainian society and some features of Ukrainian civic culture, in particular distrust of fellow citizens (unless they are in the inner circle) and public and state institutions, low readiness for joint actions, intolerance, social passivity etc., complicate the process of acquiring own civic identity, and partly condition the low level of civic identity development in some population in Ukraine. Taking into account the fact that the elements of civic culture are transmitted directly – through educational and awareness raising, spiritual and ideological activities of the state, mass media, public and socio-political organizations and movements, and indirectly – as a spontaneous action at the level of ordinary consciousness in the family, it has been shown that the parents/close environment of a person do not always effectively fulfill their political and social role since the vast majority of them are in a state of civic/political re-socialization. Consequently, diffuse, contradictory civic identification of adults can also distort/inhibit the formation of a stable Ukrainian civic identity in the younger generation and stimulate mistrust and nihilism, adaptability, indifference, marginalization, passivity, consumerism, etc.
