CIVIL PROTECTION AND CRISIS MANAGEMENT SYSTEM IN ITALY WITH PARTICULAR EMPHASIS ON COMMUNE

Abstract

This article attempts to answer the following questions: What factors determine the Italian civil protection system? What is the correlation between the changes in the administrative law and the civil protection system? The problem examined in the article will be analysed from the perspective of local authority. Italy is more exposed to a broad range of natural hazards, from volcanic eruptions and landslides to floods and forest fires, than most other European countries, the report notes. This article is a review of risk management policies and focuses on the Italian civil protection system as well as its means to prepare for and react to natural disasters. With the Act n.225 of 24 February 1992, Italy has organised civil protection as a “National Service”. The public administrative reform process began twenty years ago aiming at giving more relevance, authority and responsibilities to regional and local governments. It was important for the transformation of the civil protection system. The organizational Italian model of civil protection proves to be particularly adequate to a territorial context, such as the Italian one, which presents a range of possible risks of disasters and catastrophes. This system that has been set up is based on the principle of subsidiary and the principle of flexibility, but still legal changes are not sufficient.
