Combating Crime in Podillya Region during NEP

Abstract
The article analyses the main reasons, scale and types of criminal activities in the region of Podillya during NEP. It notes that informers were used often to combat crime along militia. It explores the major form of deviant behavior – the economic crime – in particular in the tobacco industry and contracting (signing contracts) for sugar beet growing by peasants. It clarifies the specific features of combatting criminal banditry and reasons for complications in fighting horse stealing. It explores the «Sisyphean» efforts of the Soviet authorities to fight home brewing and emphasizes that the scale of this illegal activity was a result of antipeasant policy of bilshovyks and lack of will from Soviet and party activists to fight this phenomenon. It finds out that by the end of 1920s the crime, except horse stealing and home brewing, was significantly reduced owing to the efforts of police and informers.
