COMPETENCE OF CERTAIN UNITS OF THE NATIONAL POLICE OF UKRAINE ON PROTECTING CHILDREN RIGHTS

Abstract

The article reveals the main powers of the authorized departments of the National Police of Ukraine to protect the rights of children. The necessity of analyzing the norms of the current legislation, which regulates the activity of specially authorized units of the bodies of the National Police of Ukraine, is substantiated. Based on the investigation of the activity of the juvenile prevention of the National Police, the district police officers, and patrol officers, it was determined that the staff of the units of the juvenile prevention department of the National Police were given quite wide powers in the field of protection and protection of the rights, freedoms and legitimate interests of the child. It was emphasized that in order to conduct educational, preventive and educational discussions with children and their parents, legal representatives, family members in order to eliminate the causes and conditions that contributed to the commission of an administrative or criminal offense by the child, employees of the juvenile prevention units of the National Police conduct a constant explanatory work among parents and children; organize informational meetings in educational institutions; act on radio and television; provide personal reception of citizens. Conclusions are made: the competence of juvenile preventive units should be improved in accordance with the requirements of international standards for working with minors; A well-developed and procedurally established mechanism for the implementation of legal norms must be accompanied by every provision regulating the activities of authorized legal entities for the protection of the rights of the child; Any duplication of competencies between the authorized departments of the National Police is to be offset; constant interaction and coherence of action must be accompanied by the work of authorized agents of the National Police; Appropriate staffing and continuous improvement of staff qualifications should be the key areas of work of the Department of Personnel Work of the National Police of Ukraine.
