Components of the state policy of de-occupation

Abstract

De-occupation is defined as a complex of measures that involves not only the control over the territory of the country, but also the integration inhabitants of the occupied territories into Ukrainian society. Restoration of control consists of three components: military, administra- tive and economic. The military aspect involves the restoration of control over the state border and the phys- ical presence of state authorities (primarily, security forces) in the territories liberated from occupation. A peacekeeping operation in the Donbas is a compromise, its main advantage is the cessation of armed confrontation. At the same time its negative implications are: pro- cedural (the probability of blocking this initiative of the Russian Federation in international organizations); significant time, human and material resources necessary for its planning and implementation; the inevitability of Ukraine’s implementation of the Minsk Agreements, which aren’t approved by the majority of citizens; the need to take into account the interests of inter- national partners. The administrative component involves the rebuilding of a management vertical, which requires the creation of a personnel reserve from pro-Ukrainian-minded officials capable of implementing the Kyiv policy and the intensification of the fight against corruption, which is one of the main obstacles to the effective use of funds allocated by the state and the interna- tional community for the reconstruction of the occupied territories. The economic aspect of de-occupation involves significant financial costs for Ukraine for the restoration of the destroyed infrastructure, the improvement of the socio-economic situa- tion, and the possibility of developing a new economic model of the region, which for a long time is subsidized, backward in technological terms and characterized by a low level of eco- nomic activity of the inhabitants. Important components of the reintegration of society are the revival of democratic insti- tutions, the activation of the activities of Ukrainian political parties, and the development of civil society.
