Concept of the labour migration, its principles and the problems of its modern position

Abstract
It is researched the essence of labour migrants,the principles, that regulate its law position and some problems that exist in this field. Also it is analyzed the restrictions of national legislation concerning the law position of labour migrants in the Republic of Azerbaijan. There are given some suggestions to the problems about relationship between labourer migrants and employers. State Miqration Service does not allow the foreigner to work, because she/he has denied to pay the state tax to get the working permission from employer based on the legislation. As the results of the employers' mistakes , labour rights are being violated and the condition for the labour migrant to live in an illegal way in the country is being made. About this it is offerred to apply disciplinary sanctions to employers based on the norms in the article 578 of the Code of Adminstrative Offences. In addition, it is commented and compared with the provisions of national legislations of some the UN countries and is given some offers to the female migrants' problems.
