Abstract
The questions of construction of the control system by institute of higher are examined, based on the mechanisms, methods and models with the use of the system of budgeting, lie in basis of which. The methods of estimation of efficiency of the use of the limited financial resources by the separate centers of responsibility and institute on the whole are offered.
